For more than 120 years of its history, the historic Village of Salado, Texas has thrived without a local city government. That is, until 2000 when the citizens of Salado overwhelmingly voted in favor of incorporation when faced with a looming threat of annexation by their neighbor to the north, Belton. Charlotte Douglass was elected the first mayor of the Village of Salado along with aldermen Rick Ashe, Dr. Raymond Carver, Michael Cooper, Vic Means and Jackie Mills. The Village operates without a property tax, generating revenues for an operating budget of about half a million dollars from sales tax collections, franchise fees and other fees. Current Officials.
